A community of owners is made up of all the owners of the homes and business premises in a building or an urbanisation who share communal areas, such as the main entrance, the stairs, the pool or the garage, and run them together. It is organised with a president, a general meeting of owners and, often, a property administrator.
When it comes to locks, it is the community that decides about the locks in the communal areas: the main entrance, the meter and bin rooms, storerooms, the pedestrian door to the garage or the pool gate. Each owner looks after the locks of their own home.
On coastal urbanisations with lots of holiday homes it is common to lose count of the keys to the main entrance or the pool. When that happens, it is time to change the lock cylinder. More under lock maintenance and communities of owners.
