Nearly always, yes. The leaf and the frame of a security door are not touched: if something has to be broken, it is normally just the cylinder, which is replaced there and then.
A security door has a security lock with several bolts, and that is why the work is done on the cylinder. If it was slammed shut, it can usually be opened without damage. If it was locked with the key and the cylinder is a security one, it may have to be broken in a controlled way.
What you should not do is try to force it with a crowbar or by hammering at it: that is how the frame, the hinges or the lock itself get damaged, and the repair means far more work than the opening.
Before we go, a photo of the lock from the outside helps us a lot. It is explained in security door opening.
